Paragraph 69 of the December 2023 National Planning Policy Framework (NPPF) states that strategic policy-making authorities should have a clear understanding of the land available in their area through the preparation of a strategic housing land availability assessment (SHLAA) and identify a sufficient supply and mix of sites, taking into account their availability, suitability and likely economic viability. Further to this, paragraph 001 of national planning practice guidance states that plan-making authorities may carry out land availability assessments for housing and economic development as part of the same exercise, in order that sites may be identified for the use(s) which is most appropriate.
Having regard to the above Salford City Council has produced a combined housing and economic land availability assessment (HELAA); the economic uses considered in it are offices and industry/warehousing. The latest assessment identifies the potential future supply of housing and economic uses between 1 April 2023 and 31 March 2041 in Salford.

The supply of new housing identified in this HELAA has been used to inform Salford City Council's five-year housing land supply position covering the period 1 April 2023 and 31 March 2028.
