Salford City Council proposes to make the following order under the Road Traffic Regulation Act 1984. The title and effect of the order is as follows:

No waiting Monday to Friday 8.15am to 9.30am and 2.30pm to 4pm on:
Greencourt Drive:
- West side from the southern extended kerbline of Parkway southerly for 78.5m
- South east side from 149m south then east of the southern extended kerbline of Parkway north easterly to the cul-de-sac end
- East side from the southern extended kerbline of Parkway southerly for 74.5m ; and

Existing orders are to be revoked so as to be consistent with the proposals.

City of Salford (Little Hulton and Walkden, Various) (Restriction of Waiting, School Keep Clear and Revocation) Order 2024
The council of the City of Salford in exercise of its powers under Sections 1(1), 2(1) to (3) and 4(2), of the Road Traffic Regulation Act 1984 ("the Act"), and Part IV of Schedule 9 to the Act and of all other enabling powers and after consultation with the Chief Officer of Police for the County of Greater Manchester in accordance with Part III of Schedule 9 to the Act, hereby makes the following order:
Interpretation
In this order:
- “disabled person’s badge” has the same meaning as in The Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000;
- “disabled person’s vehicle” means a vehicle lawfully displaying a disabled person’s badge being a vehicle which, immediately before or after any period of waiting allowed by virtue of a provision of a kind required by the Local Authorities’ Traffic Orders (Exemptions for Disabled Persons) (England) Regulations 2000 to be included in an order under the Act, has been or is to be used for carrying disabled persons as passengers;
- “parking disc” means a disc, issued by a local authority, 125 millimetres square, coloured blue and capable of showing the quarter hour period during which a period of waiting begins, which has not ceased to be valid.
- “School Entrance” means the length of road specified in Column 1 of Schedule 3 to this Order with a road marking to diagram 1027.1 and a sign to Schedule 4, Part 3, Item 10 that has been placed on the road in accordance with the Traffic Signs Regulations and General Directions 2016
For the purpose of this order a vehicle shall be regarded as displaying:
- a disabled person’s badge in the relevant position if:
- the badge is exhibited on the dashboard or facia of the vehicle, or
- where the vehicle is not fitted with a dashboard or facia, the badge is exhibited in a conspicuous position on the vehicle, so that the front of the badge is clearly legible from the outside of the vehicle;
- a parking disc in the relevant position if:
- the disc is exhibited on the dashboard or facia of the vehicle; or
- where the vehicle does not have a dashboard or facia, the disc is exhibited in a conspicuous position on the vehicle, so that, when marked to show the quarter-hour period during which a period of waiting began, that period is clearly legible from the outside of the vehicle.
The Interpretation Act 1978 shall apply for the interpretation of this order as it applies for the interpretation of an Act of Parliament.
Amendment existing orders
The orders specified in Column 1 of Schedule 1 to this order are amended to the extent as specified in Column 2 of Schedule 1 to this order.
No waiting Monday to Friday 8.15am to 9.30am and 2.30pm to 4pm
Save as provided in Article 4 of this order no person shall, except upon the direction or with the permission of a constable in uniform, a civil enforcement officer cause or permit any vehicle to wait between the hours of 8.15am to 9.30am and 2.30pm to 4pm on Monday to Friday on the lengths of road specified Schedule 2 to this order.
Exemption from prohibition – general exemptions
Nothing in Article 3 of this order shall prevent any person to cause or permit any vehicle to wait on the length of road referred to in that Article for so long as may be necessary to enable:
- a person to board or alight from the vehicle;
- the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in connection with any of the following operations, namely:
- building, industrial or demolition operations;
- the removal of any obstruction to traffic;
- the maintenance, improvement or reconstruction of the said length of road; or
- the laying, erection, alteration or repair, in or on land adjacent to the said length of road, of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus defined in the Communications Act 2003;
- the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a local authority or a water authority in pursuance of statutory powers or duties;
- the vehicle to be used for the purpose of delivering or collecting postal packets as defined in the Postal Services Act 2000;
- the vehicle to take in petrol, oil, water or air from any garage situated on or adjacent to the said side of length of road;
- the vehicle to wait at or near to any premises situated on or adjacent to the said length of road for so long as such waiting by that vehicle is reasonably necessary in connection with any funeral;
- the vehicle to be used for fire brigade, ambulance or police purposes; or
- goods to be loaded on to or unloaded from the vehicle.
Exemption for disabled persons’ vehicles
Nothing in Article 3 of this order shall apply to a disabled person's vehicle.
No stopping outside school entrance
Save as provided in Article 6 of this order, no person shall, except upon the direction or with the permission of a constable in uniform or a civil enforcement officer, cause or permit any vehicle to stop between the hours of 8am and 5pm on Monday to Friday inclusive on the school entrances specified in Column 1 of Schedule 3 to this order outside the schools specified in Column 2 of Schedule 3 to this order.
General exemptions
Nothing in Article 5 of this Order shall prevent any person from causing or permitting any vehicle to stop on the school entrance specified in that Article so far as such stopping is reasonably necessary for the vehicle to be used for the following purposes:
- the removal of any obstruction to traffic;
- police, fire brigade or ambulance purposes;
- in pursuance of statutory powers or duties;
- the maintenance, improvement or reconstruction of the length of road comprised of the school entrance or the laying, erection, alteration or repair in or adjacent to the said school entrance or of any sewer, main, pipe or apparatus for the supply of gas, water, electricity or any telecommunication apparatus as defined in the Communications Act 2003.

City of Salford (Walkden and Little Hulton) (Restriction of Waiting, School Keep Clear and Revocation) Order 2024
It has been deemed appropriate to produce a new traffic regulation order covering all the school keep clear markings in the Little Hulton and Walkden areas. To identify the street they are on, the starting point and length of the marking.
The proposals will ensure that areas in the vicinity of schools in Little Hulton and Walkden can be protected from obstructive and inconsiderate parking.
Which has the potential to lead to safety concerns for some of our most vulnerable road users, when arriving at or leaving the schools in question.
The proposals will help maintain clear visibility and access to the school footway access point for our most vulnerable road users, so that they can see and be seen by other road users.
