The prevention of crime and disorder

A tamper proof CCTV system shall be installed at the premises in liaison with and to the satisfaction of Greater Manchester Police and shall be used to record during all hours that a licensable activity takes place on the premises.

Where CCTV equipment is fitted, it shall be maintained in good working order in accordance with the manufacturer's instructions. CCTV should be fit for the purpose of identifying persons once inside the premises and on entering and leaving the premises. At least 1 external CCTV camera covering the entrance to the premises should be installed. The outside courtyard area shall also have full CCTV coverage.

There shall be sufficient external lighting to ensure that the CCTV is fit for the purpose of identifying persons at the entrance to the premises during hours of darkness.

The images recorded by the CCTV system shall be retained in unedited form for a period of not less than 30 days. When licensable activities are taking place, at least one member of staff must be on the premises who is trained in how to access and download the CCTV footage if required to do so by the police or another responsible authority.

Open containers of alcohol shall be removed from the boundary of the premises

All staff authorised to sell alcohol shall be trained in:

  • Relevant age restrictions in respect of products
  • Prevention of underage sales
  • Prevention of proxy sales
  • Maintenance of the refusals log
  • Recognising signs of drunkenness and vulnerability
  • How overservice of alcohol impacts on the four objectives of the Licensing Act 2003
  • How to refuse service

This training shall be documented and repeated at annual intervals. Training records shall be made available for inspection upon request by an officer of a responsible authority.

Public safety

The premises licence holder shall ensure that at all times when the public is present there is an appropriate number of competent person(s) able to administer first aid, that an adequate and appropriate supply of first aid equipment and materials is available on the premises, and that adequate records are maintained in relation to the supply of any first aid treatment.

Regular safety checks shall be carried out by staff.

Management shall liaise with the Fire Authority as necessary to ensure compliance with all necessary fire
regulations.

Any and all of the following incidents must be noted including pertinent details and, as appropriate, reported promptly so that investigations can be made and action
taken:

  • alleged crimes reported to the venue or by the venue to the police
  • ejections of patrons
  • complaints received
  • incidents of disorder
  • seizures of drugs, offensive weapons, fraudulent ID or other items
  • faults in the CCTV system, searching equipment or scanning equipment
  • visit by a responsible authority or emergency service

Incident logs (which may be kept electronically) must be kept at the premises for at least 6 months and must be made available on request to the police or an authorised officer of the licensing authority.

The premises shall maintain public liability insurance.

The prevention of public nuisance

All necessary steps shall be taken to ensure that any noise from the premises shall not be at a level which could cause nuisance at the boundary of the nearest residential premises.

No noise shall emanate from the premises nor vibration be transmitted through the structure of the premises which gives rise to a nuisance.

There shall be no noise from emptying of bottles and glasses in the bins between the hours of 21:00 and 07:00 Monday to Friday and 21:00 to 09:00 Saturday, Sunday and Bank Holiday Mondays.

Smoking shall never be permitted to take place on the premises or the curtilage of the commercial unit

The immediate exterior of the commercial unit shall be cleared of litter on a daily basis

The protection of children from harm

The Challenge 25 scheme must be operated to ensure that any person who appears to be under the age of 25 shall provide documented proof that he/she is over 18 years of age. Proof of age shall only comprise a passport, photo card driving licence, an EU/EEA national ID card or similar document, an HM Forces warrant card, a card bearing the PASS hologram, or any electronic or biometric age verification technology approved by the licensing authority.

The premises shall display prominent signage indicating that the Challenge 25 scheme is in operation.

Staff training will include the Challenge 25 Policy and its operation. In particular, staff shall be trained to take such action as is necessary to prevent the sale of alcohol to persons over the age of 18 where those customers are engaged in the distribution of alcohol to persons under the age of 18. The training must be given to a new member of staff before they commence employment and all staff must receive refresher training annually.
